Russian law and ORCNEIT's position

ORCNEIT is a service of a Russian legal entity and is governed by Russian law.

We do not treat technological neutrality as a reason to assist unlawful conduct. The service may refuse a response, restrict access, remove prohibited material, and comply with a binding request from an authorized body.

Main areas of law

• Federal Law No. 149-FZ — information, information protection, and restriction of prohibited material;
• Federal Law No. 152-FZ — personal data processing and protection;
• Federal Law No. 243-FZ — development and use of large foundation artificial intelligence models; its main provisions have applied since 1 September 2026;
• the Civil Code of the Russian Federation — agreements, liability, and intellectual property;
• Law of the Russian Federation No. 2300-1 — consumer rights if paid consumer features launch;
• Federal Law No. 436-FZ — protection of minors from harmful information;
• the Criminal Code and Code of Administrative Offences — liability for unlawful conduct.

The new artificial intelligence law

The main provisions of Federal Law No. 243-FZ entered into force on 1 September 2026. Separate provisions concerning duties of developers of sovereign and national models and the labelling of AI-assisted audio and visual material enter into force on 1 March 2027.

The law does not apply to every artificial-intelligence system: a large foundation model must satisfy specific statutory criteria, including at least one billion parameters. ORCNEIT does not state that ORCNEITGPT is a large foundation, sovereign, or national model until its parameters and compliance with every applicable statutory condition have been established.
